The primary signal is desiredSize on the controller. It can be positive (wants data), zero (at capacity), negative (over capacity), or null (closed). Producers are supposed to check this value and stop enqueueing when it's not positive. But there's nothing enforcing this: controller.enqueue() always succeeds, even when desiredSize is deeply negative.

Crucially, this distribution of border points is agnostic of routing speed profiles. It’s based only on whether a road is passable or not. This means the same set of clusters and border points can be used for all car routing profiles (default, shortest, fuel-efficient) and all bicycle profiles (default, prefer flat terrain, etc.).
